Niagara has twelve municipalities and one of the older housing stocks in southern Ontario. St. Catharines has large areas of 1940s to 60s homes, with Port Dalhousie's older cottages near the lake. Welland and Thorold grew with the canal and local industry, and still have plenty of modest brick and frame houses from the first half of the last century. Geography splits the region. Grimsby, Lincoln and Niagara-on-the-Lake sit on the fruit belt between the lake and the Niagara Escarpment, with a milder climate but steady wind off Lake Ontario. Fort Erie, Crystal Beach and Port Colborne face Lake Erie, where older cottages and shoreline homes deal with moisture, storms and wind. West Lincoln and rural Pelham include farm properties that rely on wells or rainwater cisterns and septic systems. Across the region, basement moisture, masonry repairs, roofing and window replacement are routine jobs.

Building permits come from each local municipality, including St. Catharines, Niagara Falls, Welland, Fort Erie and the smaller towns.
