Cornwall grew with cotton and paper mills on the St. Lawrence, and many older neighbourhoods have modest wood-frame and brick homes built for mill workers. Newer subdivisions sit to the north and east. In South Stormont, Long Sault and Ingleside were built in the late 1950s to replace villages flooded by the St. Lawrence Seaway, and some homes there were moved from the old villages. South Glengarry includes Lancaster, Williamstown and farmland, with many older homes on wells and septic systems.

This hub also reaches along the St. Lawrence and Rideau to Brockville, Smiths Falls, Carleton Place and Hawkesbury. Brockville has Victorian homes near the river and the Thousand Islands, while Smiths Falls sits on the Rideau Canal. Carleton Place, on the Mississippi River, has seen strong growth from Ottawa commuters. Hawkesbury, on the Ottawa River, has many older homes in a largely francophone community. Cold winters, spring melt and river flooding make roofing, insulation, basements and drainage common jobs.

Each municipality issues its own building permits, including the City of Cornwall, the City of Brockville, the Town of Smiths Falls, the Town of Carleton Place, the Town of Hawkesbury, the Township of South Glengarry and the Township of South Stormont. Local conservation authorities such as Raisin Region, Rideau Valley and Mississippi Valley may review work near water.
